Where is it Oli4?
If it is in a place where you can sand it off there are several ways of treating it.
If it is through the panel then new steel will probably need to be let in.
If you cannot reduce their size to suit this forum, can you send some pictures to me by private message?
All the best
Richard

No help at all, but I found moving to Calgary in Canada the best solution as no rust at all ever!!!!!!!!!

Naval Jelly used to be pretty good, but many phosphate based rust converters will work and can be painted over if only surface rust.

Richard and Pat, it's mostly on the side pipes. It's mostly surface rust except on the end of the pipes.

Is the chrome pitted? If not or at lease not too badly pitted, Chrome polish and elbow grease should see something presentable.

000 wire wool and liquid chrome polish is about the best bet. its what the restorers use.
Good luck. If not heat resistant paint, but you would have to abrade the chrome surface for it to stick and then only a temporary measure.

Some powdercoaters offer a high temp ceramic coating in different metallics. The one I use has a “near chrome” that can be buffed to look like polished nickel. I’ve had it done on headers, cylinders, cylinder heads and even a commando fuel tank. Not cheap. Big plus on headers it insulates Very effectively so that they’re actually touchable couple minutes after shut down.
