Brake Bias bar locking for MSVA

After some research,I note that some say that the bias bar, once set up, has to be wired or pinned in place for the MSVA test. Are 2 locknuts not sufficient?
With the Triking on trestles, I intend to set up the bias by applying the brakes and fine tuning the bar until the fronts lock up before the rear. Seems to me to be the best way to set up before a road test further down the line.

Something that threw me when doing the same thing is that you need a passenger. On your own in the car the passengers side wheel would lock up well before the drivers because it has less weight on it.

My MSVA Inspector had a very quick glance at the brake pedal set-up at my inspection. Officially it has to be welded or pinned permanently and solidly.

You could perhaps get a suitable nut and run some weld around it thereby giving the impression it is welded up solidly.
